SAGE Resources offers consultation, technical assistance and analysis to state agencies and other entities to establish assessment-informed, person-centered budget allocations for people with intellectual and other developmental disabilities, and other vulnerable citizens.
Examples of the services provided by our staff include:
- Working with stakeholders (e.g., people with disabilities, family members, service providers) to assure that they are informed of the process undertaken and its outcomes.
- Reviewing and commenting on assessment instruments that may be used to assess service needs of agency service recipients.
- Testing the psychometric properties of such instruments.
- Assisting with the collection and compilation of data gathered on service recipient service needs.
- Assisting with the collection and compilation of data gathered on the historical costs or effort expended (e.g., service hours) of serving individuals.
- Analyzing data collected on support needs and costs to determine best fit solutions to establish person-centered budgets.
- Examining existing service reimbursement rate schedules to determine if they require adjustment.
- Adjusting service reimbursement rates, and reconciling these rates with personal budgets.
- Assessing the impacts on the system of changes in personal budgets and reimbursement rates.
- Assisting policy makers with developing a reasonable plan for implementing new personal budgets and service rates.
- Analyzing proposed changes in the context of CMS regulations.
To provide such services, SAGE Resources provides on- and off-site consultation under separate contractual arrangements with requesting state agencies or other entities. We are happy to discuss a scope of work with funders and submit detailed proposals with cost information based on the work requested. Contact one of our staff for additional information. Note that our staff also conduct analyses and studies of many other aspects of a state program’s design, operations, and capacity, and effectiveness. Please visit the main website of the Human Services Research Institute for additional information.
